SM SARL’s corporate purpose includes, among other activities, the design and marketing of software and applications, digital financial intermediation, technological project management, digital-transformation consulting for financial institutions (excluding activities that require a separate regulated licence that SM SARL does not hold), education, financial inclusion and general commerce, as set out in its statutes and RCCM registration.
SM SARL holds a prior-declaration receipt (récépissé de déclaration préalable) from the Telecommunications Regulatory Board (ART) for the provision to the public of value-added mobile financial services (mobile payment services), pursuant to an ART decision dated 12 January 2026, for a renewable five-year period subject to ART rules. This website does not expand that authorisation beyond its legal scope.
Acceptance of the terms
By accessing bumxpress.com, downloading or using a Bumxpress application, creating an account, requesting a quote, initiating a transfer or using a merchant feature, you acknowledge that you have read and agree to these Terms of Service, the Privacy Policy, the Acceptable Use Policy and, where applicable, product-specific terms shown in the flow.
If you do not agree, you must not use the services. If you use Bumxpress on behalf of a company, you represent that you are authorised to bind that company.
Description of the services
Bumxpress provides digital interfaces enabling users, subject to availability and checks, to obtain quotes and instruct movements of funds involving mobile-money and payment partners (for example local transfers in Cameroon between supported operators, cross-border corridors where offered, and Business pay-in / pay-out capabilities).
This marketing website explains products at a high level. A transfer, payment or merchant relationship is created only through the authenticated product flow, application or merchant agreement. SM SARL is not a deposit bank. Funds movement depends on partner networks and the status confirmed in the product.
Eligibility
You must be at least eighteen (18) years old and have full legal capacity under Cameroon law, or be a legal entity duly represented. You must be located in a country or corridor where the relevant Bumxpress product is offered, provide accurate information, and hold a valid mobile-money or payment instrument when the product requires it.
SM SARL may refuse, delay or condition access where eligibility, identity, sanctions, AML or partner rules are not met.
Account, credentials and accurate information
You are responsible for the confidentiality of your credentials, device security and all activity carried out through your account, except where you prove unauthorised use after prompt notification to support@bumxpress.com. You must keep profile and KYC information accurate and update it promptly.
Quotes, fees, FX and confirmation
Illustrative amounts on the website are not a binding quote. Applicable fees, exchange rates where relevant, recipient amount, operators, delivery estimates and limits are shown in the product flow before you confirm. By confirming, you authorise SM SARL and relevant partners to process the instruction under the displayed conditions for the validity window of that quote.
Taxes, operator charges or third-party fees outside SM SARL’s control may apply in addition. SM SARL may update public tariff information and will communicate material changes as required by ART user-information rules and applicable law.
Identity verification, AML and transaction controls
You agree to complete KYC and provide any source-of-funds or purpose information reasonably requested. SM SARL applies screening, monitoring and enhanced due diligence consistent with its AML and internal-control policies and with CEMAC / applicable AML-CFT rules. Instructions may be delayed, declined, reversed where possible, or reported to competent authorities. SM SARL may be unable to disclose confidential reporting decisions.
Recipient details, delivery, cancellations and refunds
You must verify recipient identifiers, operator and corridor before confirmation. SM SARL is not responsible for loss caused by incorrect details you supplied. Delivery timing depends on partner networks. Cancellation, recall and refund rights depend on transaction status, partner rules, applicable law and the Refund and Cancellation Policy.
User obligations and prohibited use
You must use Bumxpress lawfully, only for transactions you are authorised to make, and in accordance with the Acceptable Use Policy. Prohibited uses include fraud, money laundering, terrorist financing, sanctions evasion, illegal gambling, trafficking, unauthorised use of another person’s identity or payment instrument, and any attack on systems or data.
Merchant and Business services
Merchant portals, APIs and payment operations are subject to a separate merchant agreement, approved configuration and technical documentation. Merchants must not represent coverage or payment capability beyond their configured service, must keep credentials secure, and remain responsible for their own customer disclosures and compliance obligations.
Intellectual property
The Bumxpress name, logos, software, interfaces, documentation and content are protected by intellectual-property and unfair-competition rules applicable in Cameroon. You receive a limited, non-exclusive, non-transferable right to use the services for their intended purpose. You may not copy, reverse engineer, scrape or exploit the services except as authorised by law or written agreement.
Availability, suspension and termination
SM SARL aims for reliable service but does not guarantee uninterrupted availability. Maintenance, partner outages, force majeure or security events may affect access. SM SARL may suspend or terminate access for breach of these terms, security risk, legal requirement, inactivity or partner instruction, and may close an account after notice when reasonably practicable.
Liability
SM SARL is liable for direct damage caused by its proven fault in performing the services, within the limits of Cameroon law. To the fullest extent permitted, SM SARL is not liable for: indirect or consequential loss (including lost profit or opportunity); errors in recipient details supplied by you; delays or failures of mobile-money operators, banks, networks or other third parties; force majeure; or unavailability of a corridor not confirmed in the product flow.
Except for death, bodily injury or liability that cannot be limited by law, SM SARL’s aggregate liability for a claim relating to a specific transaction is limited to the fees paid to SM SARL for that transaction or, if no fee was paid, one thousand (1,000) FCFA.
Force majeure
Neither party is liable for failure or delay caused by an event beyond its reasonable control, including natural disasters, war, civil unrest, epidemic, government act, major network or power failure, or prolonged partner outage, provided the affected party takes reasonable mitigation steps.
Personal data
Processing of personal data is described in the Privacy Policy, which forms an integral part of the contractual framework together with these terms.
Complaints
Complaints may be sent to support@bumxpress.com with your identity, contact details, transaction reference where relevant, a clear description and the outcome sought. SM SARL will acknowledge and investigate under its Complaints Policy. Target acknowledgement: within five (5) business days. Target reasoned response: within thirty (30) calendar days, extendable when the complexity of the file or partner investigation so requires, with notice to you.
If the dispute remains unresolved, you may pursue mediation or the competent courts of Douala, without prejudice to mandatory consumer protections.
Governing law and jurisdiction
These terms are governed by the laws of the Republic of Cameroon, including relevant OHADA Uniform Acts for commercial matters. Subject to mandatory rules on consumer jurisdiction, exclusive competence is attributed to the courts of Douala, Cameroon.
Changes to the terms
SM SARL may amend these terms to reflect legal, regulatory (including ART), technical or commercial changes. The updated version is published on this page with a new effective date. Material changes may also be notified by email, in-app message or website notice. Continued use after the effective date constitutes acceptance, except where mandatory law requires a different mechanism.
Severability and entire agreement
If any provision is held invalid, the remaining provisions continue in force. These terms, together with the Privacy Policy, Acceptable Use Policy, Refund and Cancellation Policy, Complaints Policy and any product-specific terms accepted in a flow, constitute the entire agreement between you and SM SARL regarding the services, subject to a signed merchant agreement that prevails for Business customers on conflicting points.
